A resident of the Philippines for decades, Cowan has a deep understanding of the region and has forged strong relationships with the Philippine army, navy and national police. He is multilingual, with fluency in Thai, Japanese, Spanish and German in addition to Filipino (Tagalog) and English.

As previously announced, this modern rotorcraft, named by DARPA as the "Heliplane," is designed to exploit GBA's gyrodyne technology. A "gyrodyne" can be considered as an airplane that does not need a runway. It offers the VTOL capability of a helicopter, the fast forward flight of an airplane, and the safety, simplicity and reliability of a GBA gyroplane.
